to this Government I have decided that it would be
inequitable to charge the cost of construction of
protective works in connection with it to the Naval
Authorities or the Company.

Provision for these works has been made in
the 1934 draft Estimates and appears as subheads 90 and
91 on page 104 of the printed Estimates, copies of which
were forwarded to you with my despatch No.504 of the
4th October, 1933. It will be observed that these works
are being financed from ordinary revenue and not from
loan as was originally proposed in my confidential
despatch of the 26th April, 1932.

I should be glad to receive your authority
to put these works in hand, and for tenders in respect
of the dredging to be called for by the Crown Agents for
the Colonies simultaneously with the calling for tenders
locally. This will give British firms an opportunity
of tendering in accordance with the recommendation of
the Imperial Shipping Committee. It is suggested that
the closing date for tenders to be submitted should be
the 18th December at noon. In view of the necessity
for dredging plant being sent out to Hong Kong before
the monsoon breaks in the Indian Ocean it is desirable
that this date be adhered to, but in the event of it
being too early I should be glad if the Crown Agents
would telegraph, not later than 1st December, a suitable
date. It will be necessary in the case of local tenders
to allow at least six weeks for tendering in view of
the fact that they may wish to communicate with their
principals
